Android Device Won't Recognize The Computer- Samsung Droid 2.3.6

When I got the Android phone, I was transfering apk files and pictures. Later on, when I connect my USB to the computer the "Storage To PC" tab was not there (when you swipe from the top of the screen). I even went to USB settings and select Mass Storage. I tried to restart my computer and my phone but, it didn't work. I tried to blow the end both but, didn't work. I looked up the storage settings and the SD card were mounted. Did anyone had this problem too?
