sliding ring unlock thing is gone. how do i get it back?

I have an old rooted HTC EVO. Normally it has the little ring that you drag up to open/unlock your phone. However, I had set a weather widget to run in the background behind the ring and recently while cleaning up space on the phone I deleted that app without realizing it. Now I do not get the ring and cannot do anything with my phone. How can I restore the ring, or otherwise get access to my phone? I don't want to do a hard reset if I can help it.

If you reboot, you should be able to access your phone before it locks up, right? If so, then either restore the app, disable lockscreen, or download a lockscreen replacement like WidgetLocker.
