Droid Bionic is not acting like it should.

I have had a Droid Bionic for atleast a year my dad gave it to me since he didn't need it anymore and he says he has it rooted which I attempted to fix by factory resetting the phone multiple times so I could update but I couldn't get past that. Now my phone a year since then is nearly unusable because all of the apps crash when i use them besides calling it tells me Google+ isn't installed correctly and to uninstall it and I've attempted Factory resetting it multiple times and it goes back as if nothing happened. I even tried deleting every downloaded app and disabling all of my accounts and once i tried factory resetting it was all as if nothing happened. I don't know if I can reset my phone from a PC I'm willing to try I just want to get it fixed as it's all i really have at the moment and i'm only able to use this PC because of the 4G hotspotting which i'm glad still works.
