Mass Storage Mode/ USB options

Hello I have an unusual android, a Huawei Premia 4g. Its running on ICS and when i connect it to my usb port on my laptop, it does not prompt me to enter mass storage mode, or any of the usb tethering options. I tried using the factory reset, and this did not work which got rid of all my music. It worked when I first got the phone and within a few weeks I started having issues with the ever since. Im guessing it is possible a driver issue but I am not aware of how to search or download or install new drivers. Any help is appreciated and there is possibly a reward in it for whoever can help me out.
