Outlook.com App

Ok having some problems here with syncing. May seem easy but I need to get through this. Im using the desktop version of outlook and the outlook.com app. I have the setting in the app to sync calenders and contacts. However when I add a new contact to my outlook on the desktop, it does not sync to the mobile device?

Is there a command issue? Or any known resolution?

The Outlook.com app is for your Outlook.com (formally Hotmail.com) mail, now with additional features such as a calendar. It is not related to the Outlook Office desktop program.
