Samsung mega 4.2 will not make calls from bluetooth under voice command

Keeps saying "not connected to a network" Works fine at home (when I dont need voice command) when I have wifi but dont always have mobile data on because fees are so high here is Canada. Any help?

I should clarify. I have a bluetooth 4.0 handsfree visor and has paired perfectly to the Mega. Answers calls just like it should, pressing the call bbutton also hangs up the call like it should, but when pressing the call button to place a call, S-voice says "No network connected" and re-trying does the same thing. Dialling manually (using phone while driving is against the law here) It works just ducky through the handsfree.
