scheduling text message sent times on 4.3?

I have connections in all different time zones, and I used to schedule my texts to go out during their daytime hours. Now with 4.3, I do not seem to have that option. Am I missing something, or is this feature GONE?

I still have it in 4.3 using the stock messaging app for Samsung S4. Make the message and pick settings, scheduling is there.

I did what you said, but there is nothing in settings about scheduling. There used to be a list which included scheduling in the menu I accessed by touching the left hand side of the bottom just below the window. That would bring up a list, which included scheduling. Now it just gives me two options, "add text," and "view contact."
