What is in a custom ROM that makes a device lag-free?

I am wondering why my Android device with 1GB of RAM, dual-core, with 1.6 GHz processor is starting to lag after two week's usage. Does anyone know why this lag really happens?

There are Android devices with lesser RAM but can still run faster. Do I really have to install a custom ROM? What is in a ROM that makes the experience faster and smoother? I don't wish to over nor underclock my device.

Currently there are no custom ROMs available for my device, a HP Slate 7.

I think the better question is what's not in it.

Your question is a little too broad for an easy answer. Lots of software and hardware tuning, the kernel play a large part as well.
