Automatic Restoration of Replacement Phone? (apps, background etc...)

Long story short, my droid RAZR maxx got broken so I went through insurance for a replacement. I went through the setup and it restored everything to the way it was on the broken phone. It put nova launcher on, it automatically set the old background I had downloaded from the old phone, installed all of the apps I had etc... Essentially rhw only thing it didn't do is set up the icons on my home screen and set my notification sounds.

Well, fast forward a week and that phone starts malfunctioning. I get another replacement and the new one didn't sync anything except my contacts which was done via the verizon backup service. It set up the basic google services but nothing beyond that.

So what gives? Where are all my apps? Where are my custom settings? I didn't do anything differently this time around.

Try signing into google , if you haven't yet .make sure auto downloads or sync is enabled

I signed in via the setup wizard exactly the same way as I did the first time. I made sure everything was set to auto sync after I went through the setup as well. No dice.
