Welcome to Android Central! A few things you can try:
1. If you have an SD card, unmount it (in
Settings>Storage), remove it, and reboot. A corrupt SD card can cause various problems.
2. Boot into Safe Mode, which temporarily disables all 3rd party apps. If something you installed is causing problems, they should go away in Safe Mode. The challenge is trying to figure out which app is the culprit--sometimes you have to uninstall apps one by one until the behavior goes away. On most Android devices, you can get into Safe Mode by pressing and holding Power to bring up the Power Off menu, then press and hold Power Off until the Safe Mode prompt appears. Tap Ok, and the device will reboot into Safe Mode. To exit Safe Mode, reboot again normally.
3. Boot into Recovery and wipe the cache partition, which won't erase any personal data. Follow the steps in this video, but instead of selecting Wipe Data/Factory Reset, make sure you select Wipe Cache Partition. When complete, then select Reboot System Now.
