Yes. Install the hangouts APK, then after you use it once pull the PrebuiltGMSCore.apk from your phone. It will install on any other device.

Fantastic! Can't get clock or photosphere to work on my HTC One though. Camera is probably not worth bothering with on the HTC One due to poor quality images. Not sure why clock is crashing, but its not the end of the world. New Google Now is lovely!
