Not getting Push Notifications on Nexus 4 on Wifi

So, this problem has been around for a very long time (at least a couple of months) on my phone, and it affects a lot of different apps.

Even after I deleted the whole OS and set up a completely new stock Android 4.4.2 from scratch.
This is what happens when my phone is on Wifi (for mobile data everything works fine):

Whatsapp: I don't get notifications unless I open the app (even if it's still open in background) and wait a couple of seconds. Then all the new messages come in at once. Some were even sent hours ago.
Email: Here too, I need to manually open the app, and hit refresh, to see new emails.
Facebook: Same as email..
and the list goes on...

This is what I already checked:

- Notification settings for each app
- Reinstalled complete OS
- Background data is allowed
- Wifi policy is "Keep Wi-Fi on during sleep" -> Always
- I don't have any battery savings or task killer apps

I'd be glad if you guys have some ideas, since it's really bothersome to check every single app to see if I have new messages or mails..

I just got the 4.4.2 update yesterday (July 4) and I'm having the exact same problems. I've checked pretty much all the same settings as you have to no avail. Doesn't seem like this is a widespread issue and your post is the only one I've seen.
