Update all button doesn't really update all in play store

Am I the only person this happens to? I'll have two or more updates, I hit update all and it only updates one app.

Happens to me occasionally. Sometimes, it's due to an app that you had to accept new permissions on--if you didn't, and just switched to another app, the update won't process.

I don't think that's it. It doesn't ask for new permissions.
