SMS not being sent by Nexus 5

Hey!
I am using Nexus 5 on BSNL network [INDIA].
From the day I bought the phone, I am not being able to send any SMS at all. Just to confirm, yes, I use hangouts.
I can receive SMSs all fine but am not able to send any SMS to any contact at all?
Help please?
I am currently using Android 4.4.3 but this issue has been since 4.4.2 so I dont think it's a 4.4.3 problem!

For some people resetting preferences did the trick.

I have the same problem (Hangouts on Nexus 5 does not send SMS) and resetting Preferences did not help. I still can't send SMS.

Check your APN settings, if only because that doesn't involve resetting or losing data. If that isn't the issue you can move on to more drastic measures.

My understanding is that the APN settings are configured by the operator that provided me with a SIM. Shouldn't they be ok if I successfully receive SMS's?
I will double check the settings anyway with the operator but what more drastic measures are you talking about?

I have no idea. A factory reset, maybe?
