Cannot connect with USB debugging !!

I can easily connect my phone to PC with MTP (when USB debugging is turned off)
The computer recognizes that my device is plugged in right away. I can access both my internal and external memory.

But when I goto developer otions>Turn USB debugging on
Then whenever I plug in my phone, a wizard pops up saying hardware detected.
The wizard finishes and a message saying that "hardware successfully installed" will be displayed.

Still, the device is not visible in "My computer".
If I unplug the USB and put it back in, the same process repeats.

I'm clueless. How can I connect my phone with USB debugging turned on.?
I had no problem with an old gingerbread phone. Has this got something to do with Kitkat?
How do I solve it?

I am developing a small app. Trying out programming. I want to autoinstall the app in the phone.
In gingerbread all i needed to do was plug in the phone with USB tethering ON and it would autoinstall and run.
Now in kitkat, the computer wont recognize the phone only when USB tethering is on!
Help

It sounds like your computer just isn't finding the right drivers. Do an internet search for whatever your phone model is and install the drivers manually. That's what I always had to do with my Nexus S. I haven't tried it with any modern devices.

Thank you.
Now it works.
Turns out even if you install the driver, you cannot use MTP.
We must use the software mode if USB debugging is ON
