Why isn't my Note 2 connecting to wifi?

Note 2 Dn4 wifi issue

soo i recently went from an
ios user to android, and i've bought a second hand samsung note 2 7100 with galaxy note 4 custom rom. I've had some issues with the phone freezing at certain moments.
NOW I HAVE A BIGGER PROBLEM !!!
I was in a pub searching random stuff on the internet and then suddenly my wifi stopped working. I went to setting and i saw that the wifi was on. I restored to factory settings and it does the same. the funny thing is that the phone sees all the wifi spots around him but it says "saved" and not connecting to it.
IS THIS A SOFTWARE PROBLEM? SHOULD I FLASH IT BACK TO STOCK ?

It's because it's running a Note 4 ROM! Flash a build of an CyanogenMod ROM. Not a Samsung Stock ROM. This is because Samsung ROMS have lots of bugs. And they look ugly.
