    so, I just reset my tablet to factory specs, reloaded my apps, and got to setting up the gboard app, I went in to set a custom image as the background and its telling me 'permission denied' when I try to do so.

    I am rebooting the device now just to see if it isnt a ram issue eg something that should have cleared post install but didnt or some random shtacko...nope. still says permission denied.

    device: samsung galaxy tab 4 7.0
    os: android 4.4 kitkat

    Is the image on the SD card or Internal Storage? KitKat has those greater restrictions to SD card access, so try moving the image to Internal Storage and access it from there.
