[Q] No option to sideload apps (legitimately) on 2nd user account?

I have both the Google Play store and Amazon appstore installed on my main account, and after toggling the "install from unknown sources", I can install the Amazon apk so I can install apps I got for free (paid apps that were offered for free) from the Amazon appstore. The 2nd user account is used by my kids (mostly play paid games that were offered for free) and when I try the same process for their account as in the main account, the option to allow sideloading of apps, especially the Amazon apk is grayed out! Has anyone else experienced this and is it a new security feature with lollipop? Never experienced it with KitKat. Thanks in advance for the help!
