Google Play Services eating battery

I have recently noticed that both my Nexus 6 and my wife's Nexus 5 have been eating battery at an alarming rate. In both phones, Google Play Services is at the top of the battery consumption chart with no apparent reason why.

Is anyone else seeing this issue as well?
 
Google Services was never at the top of my list before; normally Screen is on top and Google Services several lines below.

One thing I can't help but notice - when I tap on Google Services to see details, (this after a very recent reboot) it says "CPU total" 19m 5s and "Keep awake" 7m 20s. This just seems wrong to me; why is the phone in Keep awake mode 38% of the time while just sitting there on my desk?
 
This is not just an issue with Lolipop. I'm still running Kit Kat on my Droid Turbo and I've had this problem for about a month now. Several people have reported it. I've seen posts on other forums on this site, the Motorola site and Verizon. Some have seemed to find a link to the new Google Photo app, but I don't have the new app so that can't be the only problem.
