Well, since these are carrier/network-dependent features, you SHOULD check if your carrier supports it, if your line is enabled for them (some carriers charge extra fees for those services) or if your SIM is not damaged.

Have you tried a different SIM card or your SIM card in another phone?

yes my sim perfectly working in different phone and check other sim card in my phone same problem

Then all I can think of is to check the carrier settings on your phone... not really sure why this is happening
