I Can't send SMS premium messages in Android. Is there a fix for it?

I have a ZTE 958 ZMAX phone running Android 6.0.1 (Marshmallow?) and am unable to send SMS Premium Messages to anyone with a numbered account (i.e. four, five, or six numbers). I have tried all the "Youtube Specialist" out there; Go to Settings>Apps>Messaging Permissions. Unfortunately, there is nothing in there where you can change the "SMS permissions". Anyone have any idea where I should look? Or know of a fix? Thanks!

If you have been through all the phone settings and all the SMS app settings, contact your carrier; the setting may be at their end attached to your account.

I have been able to somewhat resolve the problem with adding Google Hangouts and make it my primary SMS messaging app but as we all know that the more information you provide on Google apps, the more information Google keeps on you..lol

But I also have one additional problem you may be able to assist me in. About the time the latest Android update (through AT&T) was installed, I started receiving a persistent error message on my phone, a gray box that says something about weather data exceeding my limits. It is only on my screen for a second, and is gone before I can read it, but it will not go away. I have determined it is not something I installed as I removed all of my weather apps, except those in the root download, but the error continues to return. When and IF I am able to capture it on digital I will post it here but only believe it has something to do with the latest Android update. Any Ideas? Should I start a new thread on it? Thanks again!
