Why is my phone (Redmi Note-4) unable to pair with Bluetooth controller ?

I bought a VR- Bluetooth controller and tried to connect it to my Note-4 , but wasn't successful in establishing a connection .
Even though the same controller was easily connected to my other phone ‘Lenovo Vibe P1M’ .
I've attempted rebooting my phone , checking visibility , and other few methods to make it work but haven't been successful .

While the controller is in range and shows it's icon in the available devices menu of phone , still I'm not able to establish the connection between them.

Please help.

Xiaomi has a pretty aggressive security app. I'd go into it and check your permission settings. Maybe there is one preventing it from connecting?
