Does Anyone Know Possible Reasons Why Android Device Manager may NOT be able to find a lost device?

I lost my Asus Zenfone 2 Laser the other day and I tried multiple times to locate it using Google Android Device Manager but to no avail.

Does my location have anything to do with this?:-

To "find" the phone, it needs to be on and connected to a network (either wifi or cell data). Battery may have died, or if it was dropped and broke, it won't respond to a request for it's current information. If someone picked it up and shut it off, same, it won't respond to a request for its location.
