For the Galaxy Nexus (verizon), is there an app that can control what sound alerts you hear for email/txt based on contacts? Like if I want to the default email/txt sound for all users to be one tone, but for my family have it be another tone?

I know I can do this with phone call sound, but how can I do it with Txt/email

Try LightFlow. It does lights and sounds. I don't know if you have to be rooted to use it.

you can set individual ringtones per each inidvidual Contact.

that's about it as far as i know.
