Is there a app to take pictures from a video? Or a app to make a small movie from pictures

I don't know what phone you have, but on my Razr Maxx you can take stills out of videos in the edit feature.

Lapse it Pro...it's on sale. I bought mine full price and think it's worth every penny. You can capture at 1080p and play back 240 frames/second....for example taking a picture every 1/10th of a second, and playing back at 240/second....one hour turns into about 8 seconds of playback. It's worth checking out, and there's a free trial version as well.
