Is there an app that can do that? Almost exactly like you can do to an ipod in your car with no aux hookup or anything like that...just over a random clear radio station?

You would need an fm transmitter. Same thing an ipod uses. There not the best, atleast the one i have isnt, then again i only paid $10 for it, so i guess i got what i paid for. It will plug into the headphone jack. I am lookint to replace my factory stereo with one that has an aux. input.

I installed a wired FM Modulator. It is by far the best method when using a factory car stereo that doesnt have an AUX out. Same as a wireless one but works 100x better.

FM Modulator, Aux input jack, or, if you're old school and have a cassette deck, there are adapters for that as well.
