HTC Sense UI, even though I am not a huge fan of it. It's by far the most complete

Stock.. But as far as manufacture UI's, Sense hands down. Honestly nothing comes even close. Touchwiz is atrocious, and MotoBlur (and every variant) is awful, but not as bad as Touchwiz.
