Back up DATA??

OK so I am wondering why apps don't build in a back up data feature. I have an app for tracking my babies day to day activity called Baby ESP. in the settings it has an option to backup/restore data to/from SD card. As it seems every backup program like Titanium needs root access to back up data, instead of just apk. files. Why don't the programmers do this themselves? I know NOTHING about programming so not sure if it's a major undertaking or what limits it has as for a basic tracking app vs a game or something. But i would think it would work. And I sure as hell would have liked to had it when I lost all my data from my Dragrace Bike game. and lost all my bikes and tunings.

Any way just to see what those smarter than I think.
