Is there a legal reason that people developers don't release skinned Google apps in the play store? Dark skin options for YouTube Google now Google search etc. I'm sure if an app came out that skinned all these to look dark like the dark theme android central app it would be super popular.

Likely because the skins would require a modified app or code that changes the existing app to include the modifications. Basically, they would be redistributing the app but with altered UI's, which is illegal.
