Is there a texting app for Android w/ parental controls like RooKids for iOS?

My neice just got an Android tablet, and wants to text my kids. I'm looking for a texting app where she can only receive texts from those in her contacts/address book, similar to RooKids? Help?

If it's a tablet, she will have to use a separate app anyway, since she can't send SMS. She can use Hangouts (the people she is messaging must also have it), and in settings you can set it so that only people in her circles can contact her.
