I cannot buy apps, this item is not available in your country. Why is that?

I cannoy buy apps, This item is not available in your country!!!

I have Samsung 5s and live in Montenegro. I cannot buy apps, i.e. there is no option in the play store showing that I can buy an app. I see only free apps. I have set my billing account, so that is not the problem. Even when I am looking for some apps, I cannot find them (and I knot that they are buy in apps). Somehow (I do not remember how) I saved an app (Facetune) to my wish list, and when I click to it, it gives me a message 'this item is not available in your country. I was abroad, in Norway 10 day ago, and I tried to buy it from there, and again it was not possible. Does anyone knows how to fix that? Thank you in advance.

Try to phone your carrier and ask for it.

I'm not sure, but it seems that Montenegro isn't available for paid apps on Google Play.

It happened to me also. I emailed the application's developer about the problem and they answered that they will look into it. I was then able to purchase the app.
