I have two android mobile phones, can i pay once and put the app on two different phones?

If it's an app you bought through the google play store and the app is supported on both devices then yes.

Just log into the play store with your google account you bought the app with on both devices, go to my apps, download it again. You're essentially buying a license for the app not not the physical app itself.

As long as both phones are logged in with the Google account that the app was purchased on you can.
