is there a way to to create application which can read TYPE_SYSTEM_ALERT alertdialog from system or other application ?

I am looking for this as TYPE_SYSTEM_ALERT alertdialog in existing application cannot turn ON screen, i want to develop simple application which which turn ON UI/screen when any TYPE_SYSTEM_ALERT showsup.
