Error with Cardboard install attempt, message is "Your device isn't compatible wi

In the Play store, I get the same message on two new phones: Samsung Galaxy J3, and also an unlocked BLU phone. So then, when I try to do the install from Play store (through Chrome), the browser says "Loading device compatibility..." and then "No eligible devices for app install." This pulldown menu shows the two devices.

Through the play store, the full message is "Your device isn't compatible with this version"

I have tried using vr and other apps that require tilting or moving my Galaxy J3, and I received a similar message. A sensor box shows that the 2016 J3 does not come with 3 sensors that some of those apps need.
