Google Play Music - You are out of skips?..

I know this prompt/notice is generally applied to those who dont pay a premium for Google Play Subscriptions and use their radio service. With that said, I have my Google Play set to "Download Only" as I only listen to my local stored music or albums i bought on GP that i've downloaded. Yet I still receive the "You're out of skips" notice every time I ask Google Now to play music (i.e. Play Tool)...it will bring up the music but will not play it, showing that prompt...and I have to manually press play every time. While not a major problem, still a bug and inconvenience. Doesnt happen on phone only Android Auto. Anyone else experiencing this?

I have the same problem, but only when I'm first switching to the Google play music app on Android auto, not all the time. I also have my music set to "download only".
