    Default Will this help OEMs update phones?

    Not sure about the innerworkings of a developer preview. Could this help OEM's prepare to update their phones to L ahead of time, or would they need the final code to drop?

    From what we can tell OEM's have recently received code well in advance of releases but they're held to NDA's from disclosing features, etc. What this will help is app and accessory developers be able to have their stuff more ready to go so that tweaking is required at the final drop, rather than treating that as the starting line. This is an awesome step IMO

    I agree, for the inclusion of ART alone. There were many many apps that got broken by that.
