Can I use Android pay with a Verizon Galaxy Note 5 that's only used as a wifi-only device with no SIM card inside the phone?

This is a good question. While I don't know the exact answer, I can tell you that tap to pay on the old Google Wallet worked on my wifi only Nexus 7. And it worked even if the device was not connected to wifi. The only caveat was that you had to sign in to wallet once every 24 hours to keep it working without an active connection.

This is a good question.I like to find that out too, I used a T mobile prepaid SIM with no data(no internet connection), and it works at McDonalds and trader joe's with Android pay, maybe works without a SIM card, cause all it needs is NFC connection.
