When viewing permissions for apps in the Play store asking "access mail information" Does that mean the app itself has automatic access to my Gmail account or any other Email accounts or apps on my device? Like being able to read and control my Gmail or other Email accounts or apps? Also "fine accounts on device" permission does that mean any account credentials on my device the app can snoop through such as passwords with the account if it were saved on the device?

No, it just means that a certain feature of the app needs to be able to connect with your account, or read/write e-mails.
Not sure what apps specifically you are talking about, but I wouldn't worry about it accessing it with bad intent.

Like UJ95x implied, the ability to tamper with your phone is baked into the OS, not the apps you install.
