Note 3 - Notification Sounds permanently disabled

Last time I posted here it was about my LG-G2. I have since upgraded to a Note 3. I have spent a week trying to find out how to re-enable my notification sounds but everything I read keeps referring me to Blocking Mode, which is off and has never been on. Here's what I see in my volume controls.



The slider for notification sounds has a slash through it. How to I re-enable notification sounds? I am asking after trying every obvious solution. I've been an Android user for 4 years, built PC's for 35 years and I develop software so I have more than a basic knowledge of technology. None of that helps me even a little solve this very frustrating issue.

I know you said you tried all the obvious stuff but do you have any other "quiet time" apps? Sometimes it's the simple things that we look over.

It does sound like some app is forcing the notifications off.
