Samsumg S4 Touch Screen Not Responsive

Story Time:
I was at the beach and my phone flew out of my pocket and landed in the oncoming wave. it was super shallow water, and I took it out as soon as it fell in. It was still working then, and I just turned it off and took the case out and rubbed it dry. A few hours later, I stuck it in rice overnight and in the morning it is all working, except for the touch screen, which is not responding.
How can I fix this?
Help much appreciated.

Welcome to Android Central, and sorry for the delay! Seawater can be pretty damaging to electronics, so it is likely that either the touchscreen itself or the circuitry involved with it got damaged. You're probably best off taking your phone to a repair shop and getting an estimate. If you're adventurous, you could do a Google search on how to replace a touchscreen yourself.
