Need an image padding app for printers, NOT instagram

Hi all,

Photo paper ratio is 2:3, but the camera on my Nexus 7 produce 3:4 images. In PCs, image-capable apps have a "shrink to fit" option in the printer setup dialog. However, no such button exists in KitKat when printing via the HP printer plugin. Unless one of you has solved this issue, I'm now looking for an "un-crop" app, that will pad out the image width to match the desired ratio. I've seen a few, but they all force you to pad out to square instagram frames. Any help for me?
