Welcome to Android Central! What device are you using, and when does this notification appear? Does it give you an option to go to some account review page? If so, I would be cautious--it might be a scam.

You're fully logged into your Google account, right? And you can access your various Google services like Gmail? Is there a credit card associated with your Google account? If not, that might be part of the problem--you might need to register a credit card in order to install apps from Google Play (even free ones).
