    Default Can't access Settings

    Hey guys I just factory reset my HTC Droid Incredible 4g LTE and everything went fine. But now I can't go to Settings. There is no Settings app and even when I drag my notification bar down and tap on Settings nothing comes up. My phone is rooted btw.

    I have no idea why the settings would disappear, but maybe either sideloading the settings .apk, or reflashing a stock ROM should bring them back.

    Just thought I'd provide some screenshots maybe that will help. There is no Setting Icon in the app drawer and the one in the notification bar doesn't work.

    I found the apk file but when I try to install using package installer this happens
