Samsung Galaxy s4: Data Enable Problem

Hey guys when I enable data on my s4 it doesnt work, But when I disable and re-enable it it starts working. So my question to you guys is ,is it a carrier issue or device issue. Please help, if anyone know about it. thanks
Btw Im form India and using the exynos version on Vodafone carrier. And my settings are on GSM/WCDMA.
