2 Different amounts of available storage

When I open the settings menu and go down to applications, I see 1 amount of available storage; and when I go to storage, I see another. WTH????

Also I have a couple of screen shots to show this (combined into a single pic), but I can't figure out how to upload it here. I am using a tablet on the mobile site.
