galaxy s4 default application settings

I have a galaxy s4 and no matter how many times I choose phone as my default app for dialing numbers it won't anybody know how to fix this. It occasionally does it with other apps

Welcome to Android Central! Do you mean that if you tap on a contact, it always asks you what app you want to use to open it? What other apps besides Dialer can you choose?

My phone does this too! It does it for everything, my launcher, pictures, Internet, etc. Basically everything. It says to go to app manager, all and clear default but that does not set it only resets it. Please help! It's getting very annoying.
