Nexus 5 Can't make receive Video Calls via Hangouts

Hi
so, in the past just clicked the icon in hangouts to make a video call (poss last used 2 months ago)
Now it rings once (loud), you see the profile photo of who you are calling, then it rings again (this time softer), then "can't join call" message comes ups.
Receiving call, it rings, you see the callers profile photo, you accept and then "you can't join call" messages comes up
Android version 4.4.4
Hangouts version 2.1.311 (1231142-30)
On Vodafone
Nexus 5
this is via Wi-Fi and Data

Hangouts integrated - but has been uninstalled
Phone rebooted
Gmail account is fine

Same happening on O2 - Nexus 5

Any Ideas.

hmm... weird it's try going to the Application Manger> select the Hangout Application> clear its cache and the data store by the application ! And then again try opening the hangout application and try giving a video call and see if it works for you or not !!
