Question Voice to text option not available on Note 3

I can't seem to find a way to activate voice to speech at all on my Note 3.

I've searched the settings for both "voice" and "speech" and nothing relevant comes up. Only text to speech stuff and voice recognition for commands.

In the Samsung keyboard settings there's nothing to turn on the microphone button or anything, and on the Swype keyboard when I hit the microphone nothing happens.

I've installed Google Text-To-Speech app, but that hasn't helped, either.

P.S. S-Voice works, but has also been useless in my current dilemma.

Between between Sym & space bar button. You'll find a T and a pen symbol or keyboard. Hold that down and voilà. I had the same issue. Now its back to good ole talk into text.
