Help with LG-E738

[AC Question]

I have a LG-E738 Android phone and I keep getting Not registered on network. I have turned the phone off, removed the SIM card, but the SIM and the battery back in and turned the phone back on, and still the same message. I have tried to turn off hold down the volume button then turn it back on ( a reboot?) and still get the message. Can you help or do I just need to go to the phone store?
