Purchasing a phone from Costco

Well I'm interested in purchasing a phone from Costco but I'm not sure how it works so am I paying the taxes of the retail price and if so someone previously told me I can only pay the taxes on the retail price if I add the phone onto a line I need help does anyone know the answer???
